Splash Pad/Ninja Park

The Ebb and Flow First Nation Splash Pad Project involves the construction of a splash pad, ninja park, and washroom/maintenance building, along with patios and sidewalks to integrate these components. The splash pad features play elements and a durable concrete surface, while the ninja park includes a course, exercise equipment, and rubber surfacing. The washroom building houses the maintenance facilities, restrooms, showers, a canteen, and storage.

Housing Stream 1 and 2

A rainstorm flood event in 2014 wreaked havoc with a contingent of Ebb & Flow’s residential housing stock. Emergency management funding – processed through the Infrastructure and Housing Directorate – facilitated the whole scale replacement of housing for a total damage-displaced population of 177. The application of National Occupancy Standards resulted in the delivery of a two-phased project. Phase 1 included fourteen 3-bedroom, thirteen 4-bedroom, seven 5-bedroom, and four 6-bedroom housing units. Phase 2 included six multiplex units and three 2-bedroom houses.

Maintenance Garage

The Maintenance Garage project involved the construction of a two-bay garage to accommodate septic trucks and other infrastructure vehicles, allowing for safe storage and protection from weather wear.

Youth & Cultural Centre

The Youth & Cultural Centre project involved the design and construction of a youth cultural rehabilitation centre for the community. The purpose was to provide a safe and supportive environment that will focus on community-based healing through programs and ceremony.

Jordan’s Principle Building

Jordan’s Principle is a federal initiative that ensures funding so that all First Nations children living in Canada can access products, services and supports as needed. The Jordan’s Principle Building project was a design and construction project where two existing buildings were renovated into a new Jordan’s Principle Building, so that staff have the space to carry out their duties in helping Ebb and Flow First Nation’s youth.

Current Projects:

Dauphin Gas Bar

Ebb and Flow First Nation has partnered up with Pine Creek First Nation to initiate the Dauphin Gas Bar Project. The project involves the construction of a Petro Canada gas station in Dauphin, Manitoba. The gas station will include an in-house Burger King restaurant.

New Fire Hall

The New Fire Hall project is a construction project that was designed to accommodate the needs of Ebb and Flow First Nation and its Fire Department. The structure has three bays for trucks and other vehicles, office space, classroom/meeting area, and storage areas. It is designed to operate during emergency situations such as natural disasters and will be fully functional during electrical blackouts. The access roads design allows for fire crews to quickly and easily dispatch and respond to calls.

Raw Water Wells

The Raw Water Wells project includes the drilling of two additional raw water production wells. A hydrogeological study was completed to determine the best areas to drill down to water aquifers for the best quality water. The raw water will be pumped by watermain to the water treatment plant, where it will be treated and distributed throughout the community. Ebb and Flow First Nation currently operates two fully functional raw water wells. The additional two production wells will allow operators to rotate between four wells, so pumps are less likely to fail. The quantity of water pumped is expected to be able to accommodate population growth for many years to come.

Roads & Drainage Upgrades Project

The Roads & Drainage Upgrades project is a construction project that addresses findings from a Land Drainage Study completed in 2021, and a Road Study completed in 2023. It involves regrading ditches, replacing culverts to more appropriate sizes, and reconstructing some of the communities most damaged roads. Although construction is underway, this will be a phased project where upgrades will be done as funding becomes available.

Immediate Needs – Housing Project

This is a two-year project funded by Indigenous Services Canada – Housing Services to support First Nations in their housing needs. Ebb and Flow First Nation was able to build 16 units in year one, and plan on 11 units for year two.

Future Projects:

100 Unit Subdivision

Ebb and Flow First Nation leadership wish to move forward with a phased 100-unit subdivision project. The plan will be to design for 100 units and build 20 units at a time.

CFS Wellness Facility

On November 16, 2021, the Canadian Human Rights Tribunal (CHRT) issued 2021 CHRT41. This order engages Canada to fund the purchase and construction of Child & Family Services and Jordan’s Principle capital assets based on community need. Ebb and Flow First Nation wishes to take the opportunity to begin a CFS Wellness Facility project.

Joe Houle Road Playground

The Ebb and Flow Education Department wishes to construct a new playground on Joe Houle Road for the youth in that area. Planning has begun in 2024, and construction is expected to begin in the spring of 2025.

Joint Regional Waste Disposal Site Project

Ebb and Flow First Nation, along with O-Chi-Chak-Ko-Sipi First Nation, Sandy Bay Ojibway First Nation, and the RM of Alonsa have begun discussions and planning to collaboratively build a Regional Waste Disposal Site. This project will encourage recycling, and the site will be an environmentally safe area for all garbage to be handled and disposed of.

Lake Road Northeast Playground

Ebb and Flow First Nation will be proceeding with the construction of a playground on Lake Road Northeast at the Splash Pad / Ninja Park site in a predesignated area of the park.
